三、鉴于目前安全形势,尤其是形势的不确定性,甲乙双方约定：XY340区块的陆上作业开始时间,应取决于以后安全形势的实际状况.如果形势平稳,参与作业的加方人员安全得到有效保障,乙方将在明年1月份以后开始进行动迁,并进行营地建设等相关工作,在明年4月份以后开始正式施工.在此期间,如果安全形势恶化,乙方在人员安全不能得到有效保证的情况下,将延期合同的实施,包括与甲方协商后终止该合同的实施.
四、考虑到XY340区块的陆上区块的实际地貌特征,甲方同意乙方根据地震地表条件,修改部署方案,并在标书中具体说明,经甲方同意后由乙方组织实施.同时,技术标书以CD盘中提供的标书为准.

3.According to the current safety situation,especially the uncertainty of it,Party A and Party B confirmed that,the starting time of the on-shore works of XY340 area depends on the actual safety situation at that time.If allowed,and the safety of the Canada personnels can be guaranteed,Party B will start moving after next January and start the construction of the camp.The formal launching time of the project will be after April,next year.During this period,Party B may extend the execution of the contract,including the termination of the contract with the negociation with Party A in the condition that the safety situation goes worse and the safety of the personnels from Party B can not be guaranteed.
4.Considering of the actual landform of the off-shore part of XY340 area,Party A agrees that Party B may modify the allocation plan and indicate the changes in the proposal according to the local geological condition,after getting the approval from Party A,Party B can proceed to start the work.Meanwhile,please follow the proposal for technical specifications as per provided in the CD.
