The primacy of liberal theory in such multicausal explanations may appearto be
an abstract admonition, yet precisely this two-stage approach hascharacterized liberal
theory and practice from Kant's philosophy to the practical calculationsby the
American architects of the post-World War I1 settlement. Throughout,multicausal or two-stage liberalism makes sense of what have long beenconsidered contradictions
and ambiguities in classic liberal thought and modern liberal statecraft.
Consider Wilson's proposal for the League of Nations, often cited as the epitome
of liberal "legalism" and "utopianism." At firstglance, Wilson'sproposal seems to
reflect a naive confidence in international institutions. Understood as animplicit
social science theory, not ideology, we see that it was neither utopiannor fundamentally
institutionalist. It rested instead on a pragmatic two-stage liberal view,and its
failure actually conjirms liberal predictions.
From the start, Wilsonwas skeptical about the autonomous influence of international
institutions. He cared little about their precise form, because he viewedthem
as no more than "a symbolic affirmation of the 'rightness' ofdemocracies in their
mutual relations."119 Thus, for example, his initial draft of theCovenant included no
provisions for international law or a supranational court;
