[Abstract] Media reports of news events and their choices of focus inevitably lead to the two-level effects of agenda setting; the media play a significant role in guiding and shaping public opinions, one of their objective functions. In-depth study and understanding of agenda setting offer us important revelations as to what events are worth reporting and how to report "hot issues". Only when the "Three Suitability" is satisfactorily accomplished under the agenda-setting theory can the media make full use of agenda setting to achieve the purpose of appropriate guidance of the masses.
