the moment作“一……就…… ”讲时,其后可不可以接非谓语动词?比如they jumped with joy the moment hearing the news that……,如果不能这样用,为什么?

这个问题不能一概而论.
the moment作“一……就…… ”讲时,起的是连词的作用,后面必须接时间状语从句.
1 如果时间状语从句的主语是动名词或不定式,此时可以
eg they cried out the moment coming back home was no longer a dream.
2 如果时间状语从句的主语是普通名词或代词,就不可以.
您举的例子中,hearing the news that不是句子的主语,所以不可以.
