To investigate the state of environmental accounting practices for waste management,a survey was administered to local governments in New South Wales (NSW),Australia.As a powerful tool,survey allows for the description of naturally occurring phenomenon and for the application of statistical analysis that enables inferences to be drawn (Roberts,1999).The design of the survey was based on the previous literature review discussed in Section 2 and Section 3,and case studies conducted with 12 NSW local governments.Within the case studies,exploratory interviews were undertaken with managers of waste services and environmental managers in selected local governments to refine the environmental information index designed for this study.Overall,40 survey items covering direct waste activity information,waste flow cost information,hidden and future environmental information and external environmental benefit and cost information were generated and respondents were asked to indicate the extent to which each information item has been identified and used in their waste management (Likert scales include 5=fully,4=largely,3=to some extent,2=very little,1 = never).The survey also included a series of general questions about waste services and operations in each local government.The purpose of these questions is to assess the possible relationship between environmental accounting practices and
