随着改革开放的发展,特别是近年来,随着我国对外贸易的高速增长以及全球一体化进程的加快,我国经济已全方位地融入到全球化的大潮中,许多企业已跨出国门主动的去获得全球化带来的利益.当“中国制造”的名号享誉全球、中国对外贸易在世界贸易的份额日益攀升的同时,中国与贸易伙伴国的贸易摩擦也与日俱增.目前已经进入贸易摩擦的高发期.据统计,自1995年-2007年,共有36个国家和地区发起了 551起针对或涉及中国产品的反倾销调查案件,影响了我国近200亿美元的出口贸易,尽管我国目前的货物贸易出口占世界货物贸易出口总额的比重很低,但遭受国外贸易壁垒和贸易摩擦的频率大大高于一般国家,与我国占世界出口总额的比重非常不相称.由于国际贸易中反倾销手段的合法性和有效性、国际经济贸易大环境的影响、国外对华出口的歧视性政策,国外的贸易保护主义政策,部分出口产品的无序低价竞争以及我国自身的经济结构、体制和政策方面的问题等原因,国外许多企业利用世界贸易组织反倾销规则,频频向中国出口商品进行反倾销诉讼,在这种情况下中国企业面临着前所未有的冲击.严酷的现实正日益引起我国有关部门的高度重视.本文拟就我国产品频频遭受国外反倾销的现状及其原因加以剖析,以求找出切实可行的对策.
