每当我认为which是修饰 wholly state-owned commercial banks的时候，后面的operating又让我觉得无从理解：which cooperate with A & B operating in their authorized business domains 让我觉得念不通，their 指代的是A&B 还是A&B&wholely state-owned commercial banks？
本来我可以把operating in their authorized business domains.作为A & B的后置定语，可是答案的翻译是：“现已形成以中国人民银行为中央银行，以国有商业银行为主体，政策性银行、股份制商业银行等银行机构并存并分工协作的银行体系。”这个翻译正确吗？operating in their respective authorized business domains相当于是分工cooperate 是协作，答案的这个翻译怎么有点囫囵看不懂，写答案的人怎么翻译过来的呢？？？应该怎么翻译
