In the case of dispute and if the contracting parties cannot reach an amicable settlement of any claim concerning this contract within 60 days from its occurrence then the case will be transferred to an international arbitration centre and the decision taken by this arbitration will be in final settlement with all fees and expenses in Nirred in this arbitration borne by the losing party/parties.

再答： 当各方均已经同意以上设定、条件和程序之后，销售者和购买者同时接受此协议作为执行商品购买的条约。 文本很严谨啊，只要双方都同意了就立刻生效。这段文字没有说签字才生效，所以哪怕口头上也不要轻易说同意。
