1.我想问下这里的“they can be”做何解释了?什么个用法?感觉有点无法理解翻译通
2.对于书上的翻译那就是把“needed to take full advantage of the Internet”,这个是修饰infrastructures的
但是为什么不能翻译为 “ 但这的确意味着要认识到外国公司对所需的本国能源及通讯基础设施的重要性来充分利用互联网”?
