The registration files are the basis for nearly all agency
activities.The transmission of detainee to the power
(country)of origin,determining where to send
correspondence ,issuing verification certificates,and
responding to requests for information all use the
files.This means that the files need to be accessible for
retrieving and matching information.File organization is
complicated because it is difficult to envisage all possible future forms of request for information .The requests may come form inside the ICRC as well as ourside.For example,the ICRC delegate's follow-up visits are facilitated when the current status of all the people to be visited is available.Even with the computer ,it has not always been possible to provide this because of the shortness of time between the initial and follow-up visits.
