i would like to complain to you about 213 noisy neighbour and hope you can do something about it.
i live in 210,my neighbour frequent hold party until midnight.i have a habit to goto bed at 11pm,but my neighbour doesn't concer ohters who study and have callsses in the morning,i have told him about my complain,but he still do what he do.
i hope you can help us with this issue,this impact to all students who live in this floor.

基本没大问题,只改了一点；语法、词汇都很好；语言没有固定的格式,只要能沟通就可以,尤其是外语,即使说的不好、有错误,老外们还是很理解的.
再问： concern在那里不可以这样用吗，我对这个词的用法比较困惑,谢谢
再答： concern感觉这个“大”了一点，意思：担心，忧虑，挂念，这样的意味多一些
