At this stage,China is in a period of intensifying economic reform and expediting the building of a well-off society.With the aging of the population,the problem of rural old-age endowment is very prominent,and it has become a pressing problem that the government has to face and resolve.The priority for solving the rural old-age security problem is the rural old-age endowment insurance system; so the study on the rural old-age endowment insurance system is of important significance in theory and reality to the guarantee of peasants’ livelihood,the maintenance of social stability and the promoting of sustainable development of the rural economy.
本文从农村养老保险制度的理论基础和农村养老保险制度的发展历程两方面分析了农村养老保险制度的基本情况,研究了现行农村社会养老保险制度的现状,提出了农村人口政策和传统观念的改变给家庭养老带来的困难及我国农村社会养老保险制度存在缺乏实质公平、农民的保险意识淡薄,投保的经济能力不足等问题,作者认为应健全规范农村社会养老保障基金、完善农村养老保险法律法规、继续倡导和推行家庭养老.
Basing on the theoretical foundation and development history of the rural old-age endowment insurance system,this paper analyzes the fundamental state of the system and studies the present situation of the current rural social endowment insurance system; it puts forward the difficulties in family-provided endowment brought about by the rural population policy and the change in traditional concept,as well as the various problems such as the lack of substantive fairness in China’s rural social endowment insurance system,the weak insurance awareness of the peasants and the insufficient economic capability to buy insurance.The author feels that the rural social endowment security fund should be improved and standardized,the laws and regulations of the rural endowment insurance should be perfected and the family-provided endowment concept should be continuously advocated and promoted.
